We spent half the day troubleshooting a CORS error and we think it's actually a local Heroku server error

@paulsturgess I'd probably put Heroku status under the heading of 'only care at certain times of day' though. SMS is a pain to turn off.

We have enough trouble with the Heroku changes to be worrying about twitter banning bots for no reason.
